The article should explain why

The article details the passage of the act, and its effects. But it doesn't explain the motivation the government had for passing the act. As it seems to entail quite a considerable amount of government spending (buying a dozen or more companies, or their major assets), they surely had good cause. What was it? Control over vital national infrastructure? To prevent the failure of over-indebted private companies?
