I've been trying to understand this clause:

"[...] unable without special facilities or special planning or design to utilize mass transportation facilities and services as effectively as persons who are not so affected."

And well, the Wikipedia page didn't exactly help me. ;)

This oft-quoted text is, I believe, part of a law mandating fare reduction for public transit. Stipulations like this are often deliberately vague so as to allow flexibility of interpretation, something useful when handling contentious legal issues but less useful in an encyclopedia. I think, in addition to properly citing the quoted material, it should be explained in lay terms.
