Notability

The entry fulfills the Biography requirements as he is a comic book artist (with extensive credits ([1]) who have been long acknowledged as notable enough for inclusion on Wikipedia. Aside from that basic fact, he would warrant inclusion as the regular penciller of Captain America (a significantly important American Comic book) for over three years (1991-1994), in which he worked on an important run with writer Mark Gruenwald which contained many storylines and introduced many new characters designed by Levins. I am not familiar with his AC comics runs, but I suspect his work there was similarly significant (if not more so, given his time there was more extensive).
