President Ford Veto

Does anyone have a citation showing why President Ford vetoed previous versions of this bill?

Here is the cite:

"Veto of the Surface Mining Control and Reclamation Act of 1975" Message from the President of the United States, May 20, 1975 House Document No. 94-160

This House Document contains a two page statement from the President explaining the reasons for the veto. The document also contains the entire text of HR 25, the legislative act that was sent to the President for signing.

Please note that on February 5, 1975, President Ford sent a message to Congress transmitting a draft of proposed legislation for regulating surface coal mines and reclaiming abandoned coal mine lands. This proposal was based on earlier versions of the legislation passed by the House and Senate.
