This is a great article but I propose to make a few amendments on the theme of bringing out Haldane's original purpose in bringing forward the Act to set up the Territorial Force, as set out in a series of speeches, the last in his speech on the Army estimates, only 8 days before the bill started in the Commons. The decision to restrict legal liability for the force to Home Defence was taken at the last moment in the face of the multi-faceted opposition to the bill already discussed in the article. It did not in any way affect the design of the Territorial Force which remained of a size and structure much greater than would appear justified by a home defence role in a country with the world's most powerful Navy. I shall draw on Campbell's recent biography of Haldane and several books used in related Wikipedia articles. The final sentence of the article also needs an addition relating to the reserve provisions of the Defence Reform Act 2014, which supersede parts of the Reserve Forces Act 1996.
