Arthur Wallis really is a frequent pseudonym used by Nicholas Briggs on his scripts for the Audio Visuals, the original fan-made Doctor Who audio series. That is and ever shall be a true thing, and cannot be changed. It's even brought up in the book on the subject, Alun Harris & Matthew West's "Justyce Served" published in 2012 by Miwk Publishing, ISBN 9781908630032. I can even give you page reference if you like, but for some reason you are determined to disbelieve this trivial (but correct) information, so I doubt a photograph of the page in question would be good enough for you.
