Thomas II of PiedmontThomas, Count of Flanders — He is generally known as "Thomas II [of Savoy]", but this is incompatible with our current guidelines, since that title implies that he was the second Thomas to rule Savoy, but though he ruled it as regent he was never Count of Savoy. He was also not the second Thomas of Piedmont, as the current tiile implies. He was the first ruler of Piedmontese apanage. He was the Count of Flanders jure uxoris for seven years, and this the highest title he ever held. It is the first title of this article (I believe) and it is the best option.
