No. Per Wikipedia:Non-free content/Definition of "low resolution", if you're using an fair-use image, you have to make low-res because there's no fair use purpose to make it higher res. I'm familiar with "low resolution", but the image you are providing is horribly degraded and not a good selection at all. Furthermore, a horror film character does not need to be caught mid-action where characters from other kinds of films do not have that. See WP:FA#Media fictional characters for such examples.
