What kind of statement is this?

If I understand correctly, the Wigner surmise is a statement (or pair of statements) about a mathematical model of a physical phenomenon. I'm having trouble placing this statement in a category:

  1. Is it an axiom --- that is, an explicit assumption of the model?
  2. Is it a theorem --- that is, a fact that can be proved logically from the assumptions of the model?
  3. Is it a conjecture --- that is, something suspected to be (exactly) true but not yet proved from the assumptions of the model?
  4. Is it an approximation --- that is, a useful (or historically interesting) simplification that isn't exactly true in the context of the model?
