Contrary to the notice at the bottom of this article, there is no reference to this fellow in Appletons' Cyclopaedia of American Biography, which published its last edition in 1900, and was too early. Perhaps it is used for information about his ancestor, Benjamin F. Sands. There was a pseudo supplement volume published in 1918 (not by Appletons'), but William Franklin Sands is not there either.
