Lieutenant General D.B. Shekatkar, PVSM, AVSM, VSM (Retd)  is a retired Indian army officer[1].[2] He previously served as General Officer Commanding in Chief (GOC-in-C)[3][4].He is also President of Central Hindu Military Education Society, Nashik. Apart from his military service, he has played a pivotal role as an educationist par excellence and a strategic thinker. He is a Distinguished Fellow at the Centre for Joint Warfare (CENJOWS) New Delhi[5]. He has co-authored 16 books on Security, Terrorism, Internal Security and Intelligence. He devotes his time and energy to motivate the younger generation to become good citizens and prepare them to face challenges of the 21st Century.

Educational profile

Lt. Gen. Shekatkar has a diverse academic background with B.Com., M.Sc. and M.Phil in Defence Studies. He has two Ph. D. and currently working on his third Ph. D.. His first Ph.D. is in Management Science (Symbiosis International University, Pune) and second in Ph.D. in Defence & Strategic Studies(University of Pune). He is pursuing his third Ph.D. in “Psychological and Information Warfare in 21st century” from University of Pune. He also has completed Post Graduate Diploma in Ecology and Environment, Post Graduate Diploma in Weapons and Equipment Management. He was awarded the Paul Harris Fellowship by Rotary International.

Army Career

Lt. Gen. Shekatkar has served in the Indian Army for 4 decades. He retired as Director-General of the Indian Army’s Perspective (Strategic) planning. He served at Army Headquarters, New Delhi as Deputy Director-General of Military operations (dealing with China and East Asia), as Additional Director General of Military operations before he became Director-General of Perspective (Strategic) planning. During his long illustrious army career, he participated in the Indo-Pakistani War of 1965 and in Indo-Pakistani War of 1971. He was involved in training the Mukti Bahini organization. He served in Bluestar operation in Punjab. During the Kargil War, in 1999, he was in charge of the entire China front in Arunachal Pradesh. He was in charge of border management with China in Arunachal Pradesh, Myanmar, Bhutan, and part of the border with Bangladesh. He was part of the Indian delegation responsible for negotiations with China about the Indo-China border dispute as a member of the “Joint Working Group” and “Expert Group '' respectively. He was a member of the drafting team of the Peace and Tranquility Agreement signed during the Prime Ministership of Narsimha Rao. He has participated in negotiations with China on boundary issues, also with Pakistan on the Siachen Glacier issue. He was a member of India-US Defence Cooperation and Strategic Partnership initiatives. He forced a record number of terrorists in Kashmir (~1267), who were trained in Afghanistan and Pakistan, to give up terrorism and lead a normal life. He is an expert in combated insurgency and terrorism. He has served as Brigadier in Punjab, as Major General in Kashmir and as Lt General in Assam and other parts of North East India. He also has experience of controlling communal violence in Gujarat and Uttar Pradesh.

Shekatkar Committee

In 2016, The Government of India constituted an eleven-member expert committee in order to reorient India’s Defence Mechanism, re-balance defense budget and expenditure and enhance the combat potential of the armed forces. This Committee of Experts (CoE) was headed by Lt Gen (Dr) D. B. Shekatkar (Retd) and more commonly referred to as the Shekatkar committee[6][7]. The Union Cabinet Committee on Security (CCS) chaired by Prime Minister Narendra Modi has approved the phase-wise implementation of significant reforms based on recommendations of the Lt Gen Shekatkar Committee. The committee also proposed their own versions of a Chief of Defence Services (CDS). The establishment of this post has already been announced from ramparts of Red Forts by Prime Minister Narendra Modi. Notable mentions would include an emphasis on Research and Data Centres which found its place in the Union Budget of India presented by Finance Minister Smt Nirmala Sitharaman on 1st February 2020[8].
