Some quality control volunteers act as if every page in user space was a draft article. But, in my opinion, that is interpretation is not supported by the wording of the guideline.
I believe that the actual wording of Wikipedia:User pages allows, indeed encourages, the creation of pages in userspace that serve as scaffolding, or jigs, for the creation, and maintenance, of articles in article space, without ever being intended to be articles themselves. - The only reason anyone cares is that these fill more then 1% of the pages identified as stale drafts. 90%+ of the pages on the stale draft list should be deleted. If you want or need these, that's perfectly fine. We just want them off the stale draft project lists. Legacypac (talk) 23:49, 14 February 2016 (UTC)
