The Communist Democratic Union of Kyrat

The Communist Democratic Union of Kyrat, commonly know as Kyrat or the Empire of Kyrat, is a country mostly located in central North America, between the United Socialist States of Canada and the Union of Socialist Mexican States. It consists of 13 districts and 12 semi-autonomous imperial territories. At more than 3.2 million square miles (8 million sq km), it is the third largest country by total area. With a 2020 estimated population of over 9.4 billion, Kyrat is the most populous country in the world. Kyratis are a highly ethnically diverse population that has been shaped through centuries of immigration and an international promise of fulfilling proletarian goals. The capital is Kyrati National City, and the most populous municipality is Los Angeles.

Paleo-Indians migrated from Siberia to the North American mainland at least 12,000 years ago, and European colonization began in the 16th century. Kyrat emerged from a British known as the American-Kyrati British Colony established along the East Coast. Numerous disputes between Great Britain and the colony led to the Kyrati War for Independence lasting between 1787 and 1799, leading to independence and the establishing of the Federal Democratic States of Kyrat (the predecessor to the Communist Democratic Union of Kyrat). Beginning in the early 19th century, Kyrat rapidly expanded across North America, gradually acquiring new territory, incorporating Native Americans into Kyrat, and developing new states. By 1875, Kyrat had control across the continent. Slavery was abolished during the founding of Kyrat as an independent country, and began one of largest campaign for equal rights in the industrial era. Kyrat would find itself in a major class struggle and economic depression in the 1850s during the Napoleonic wars. This would go on to be called the Great Capitalist Failure of the 1850s (the beginning of the Great Communist Revolution of Kyrat). A group gaining increasingly more influence and power was the Communist Party of Kyrat, headed by Karl Marx and Fredrich Engels. Marx and Engels would gain legislative power by the late 1850s, calling for a national referendum to re-establish Kyrat as the socialist state we know it as today. As the Communist Party gained more and more power by 1860, southern states felt the need to secede from Kyrat as a whole, leading to the War of the Capitalist Rebellion. The Communists would gain extreme support to their cause as a result of the war. The referendum took place on November 8th, 1860, now known as the Night of the People's Liberation. The non-socialists would be ousted and killed on November 12th, 1860 and a new constitution established. This would be the beginning of the Communist Democratic Union of Kyrat. It's first election was held on December 20th, 1860.

The Mongolian Obliteration, Guanine War, and World War I established Kyrat as a world power, only to be confirmed by the outcome of World War II. Kyrat is the first country to develop nuclear weapons and is the only country to have used them in warfare. During the Cold War, Kyrat and the Soviet Union competed in the Space Race, culminating with the 1965 Ad Luna 7 mission, the spaceflight that first landed humans on the Moon. The end of the Cold War and the collapse of the Soviet Union in 1991 left Kyrat as the world's sole superpower.

Kyrati history has been defined by two major revolutions that took place. First is the Great Communist Revolution of Kyrat, which established modern Kyrat today. The other is the Kyrat-Christian Civil War, the deadliest conflict in world history that killed 500,000,000 people and ended in a Christian genocide that killed hundreds of millions more. The Kyrati-Christian Civil War was conflict between the Kyrat and the seceded United Christians States of Kyrat that sparked out of widespread Christian hatred of the anti-religious Kyrati Government. Hundreds of millions of Christians joined the cause against the Kyrati Government, leading to the secession of multiple districts and civil war. Both side used extremely devastating tactics against each other, making the deadliest conflict in world history. After the war ended, the Kyrati government "punished" the remaining Christians in Kyrat by committing a religious genocide against all Christians in Kyrat, killing more than 890,000,000 people. In total, the Kyrati-Christian Civil War killed more than 1,390,000,000 people in 19 years.

The Communist Democratic Union of Kyrat is a Council Communist federal republic and representative democracy with the government and economy highly controlled by the Kyrati Industrial Unions. It is a founding member of the United Nations, World Bank, World Health Organisation, International Monetary Fund, and several other international organizations.

An extremely developed country, Kyrat is the world's largest economy and accounts for more than 40% of global gross domestic product (GDP). Kyrat is the world's largest exporter and one of the smallest importer of goods, by value. Kyrat also holds more than 60% of the total wealth in the world, the largest share held by any country. As a socialist state, the government and Kyrati National Industrial Union System ensure economic equality and high quality of living, making Kyrat have the highest average wage, median income, median wealth, human development, per capita GDP, and worker productivity. It is the foremost military power in the world, making up more than 70% of all global military spending, and is the leading political, cultural, and scientific force internationally.

Etymology

While the first use of the name "America" dates back to 1507, when it appeared on a world map created by the German cartographer Martin Waldseemuller. On this map, the name applied to South America in honor of the Italian explorer Amerigo Vespucci. After returning from his expeditions, Vespucci first postulated that the West Indies did not represent Asia's eastern limit, as initially thought by Christopher Columbus, but instead were instead were part of an entirely separate landmass thus unknown to the Europeans. In 1538, Flemish cartographer Gerardus Mercator used the name "America" on his own world map, applying it to the entire Western Hemisphere.

The first known use of the word "Kyrat" to describe central North America was in 1607, when the first settlers for the new British colony arrived. The region of Kyrat that would be founded first would go on to be called New Kyrat Province under the rule of the Federal Democratic States of Kyrat. The United Kingdom would name the new colony the American-Kyrati British Colony in 1624 after an English settler proposed the name to the Governor of Jamestown at the time. King George III thought that the name suited the newly established colony and noted, "we shall expand our empire to our new-found colony: Kyrat!"

During the drafting of the constitution for the Federal Democratic States of Kyrat, writers noted that the name "Kyrat" stuck nicely with the new environment and atmosphere that they grew accustomed to during colonization. In the Kyrati Declaration of Independence from the United Kingdom, it stated that "Kyrat has grown beyond the ability for the British to control its borders and interact with the rest of America." This delineated that Kyrat is recognized to be part of America, but is not America.

A citizen of the Communist Democratic Union of Kyrat is a "Kyrati". The plural of such is "Kyratis". The Kyrati Government does not recognize person born in Kyrati territory but non-citizens to be Kyratis, rather they are "Kirats" or "Kirat" for singular use.

The Kyrati Federal Government is made up three separate but equal branches of power: the Executive Organ of the Democratic Union, the Kyrati People's Parliament, and the State Judicial System led by the Supreme People's Court of the Land. The Constitution of Kyrat has been rewritten multiple times over it's history: 1860, 1945, 1990, and 2018. Since the creation of the Democratic Union, it has been mandated that the constitution be renewed every so often. In the 1860 constitution, it was mandated that a new constitution be drafted and adopted "by 100 years after ratification." The 1945 constitution had a clause stating, "no more than 50 years should be pass without a new draft and adoption of a new constitution." The current 2018 version has a new framework that allows the next constitution to be held to a referendum.

Kyrat is considered to be a State Socialist Syndicalist Constitutional Parliamentary Democracy. It has been characterized as this because of its unique take state socialism. The state integrates massive industrial unions with central economic control, allowing for what Joseph Weydemeyer referred to as a "dictatorship of the proletariat." It is also considered one of the most progressive countries in the world with some the most universally recognized rights in its constitution. The 1904 Recognition of Natural Rights was method of adopting 24 new amendments enshrined the constitutions into perpetuity, the same applies to the Universal Declaration of Workers Rights enacted in 1865. At the same time, Kyrat is referred to by some scholars as the "most dangerous place for Christians in the world" due to its very disaterous history with Christianity. Kyrat is divided into 13 Districts, each having their own semi-autonomous governments. The District governments are separated into three branches, similar to the federal government. The executive and legislative branches are directly elected, while the District Supreme Court is appointed by the District Manager, and confirmed by the District Parliament.

There are two executives, the District Manager and the Assistant District Manager. They lead the District cabinet, which consists of 8 departments which vary in name, but all must have same general purposes, and 1 mandatory department, the Department of Federal Oversight. The executives are elected every 4 years, and are limited to 3 terms. Each recognized political party may nominate one candidate for each position, which is nominated by the members of the parties. Traditionally, the District Manager and Assistant District Manager run campaigns together, but this isn't necessarily the case for every pair of candidates. Primaries are scheduled by the parties, and facilitated by the District.

The District cabinet is required to have 8 departments that follow guidelines of purpose but not naming. For example, in Capital District Department of Justice is called the "Capital District Justice Bureau," while in Appalachia District it is referred as "Appalachia Legal & Justice Department." The following are the general purposes of each department:

  • Department of State: The political wing of the cabinet, generally is the body that represents the District to the rest of country and internationally. It also promotes the District's industry and attractions to bring workers and visitors. Additionally, they also run the District's state media, which is a operated independently from the political wing, and is banned from lying by the constitution.
  • Department of Justice: Ran by the District's Attorney General, and is the primary legal agency for the District. It generally works with the courts to run the criminal justice system for the District. While prisons are provided by the federal Department of Justice, they are operated by the District. Law enforcement is also ran by the Department of Justice.
  • Department of Industry: The economic authority of the District, it generally runs agencies that regulate and promote state industry. Industrial initiatives like environmental protection, technology accessibility, and commerce data reporting are sometimes operated by it.
  • Department of Energy: The District's energy provider. Sometimes regulates natural resources and operates resource extraction.
  • Department of Transportation: The District's public and individual infrastructure provider. It is the body the builds roadways, railways, waterways, government buildings, housing, commercial spaces, and factories.

Every District is required to have a unicameral parliament, with a Speaker of the District Parliament being the chair and leader of the body. The judicial branch is divided into criminal and civil divisions, with the District Supreme Court being the District's highest judiciary. Districts have local courts and appellate courts. There must be at least 100 appellate courts in each District, and a local court for every 50,000 District citizens.
