Jan Mikulecký (November 20th, 1976 - October 7th, 2021) was one of the leading Czech experts in the cyber security field, with almost 25 years of experience. His career includes consulting projects for large companies in the commercial sector and central government bodies. Jan had extensive international experience from projects in Europe and Asia when he had been working for Deloitte. His professional qualities were confirmed, among other things, by his several years of membership in the ISACA CISM Test Enhancement Committee[1] – the commission for creating and developing test items for the worldwide CISM certification.
He used to be also very active in privacy and published several articles on sharenting[2][3]. He actively educated parents to limit the Internet footprint of their young children on social networks[4], who cannot yet decide whether they will be on the web or not.
Professional career
[edit]In 1999, he joined Risk Analysis Consultants (RAC) as a security consultant. He was starting in the industry and saw it as an exciting and promising opportunity. Gradually gaining experience, he worked up to a senior consultant position. Customers included banks, state institutions, and commercial companies. A crucial international project was implementing an information security management system for the National Paying Agency in Lithuania. RAC was the distributor of the UK CRAMM risk analysis tool and methodology. Jan Mikulecký trained this methodology almost all over Europe.
He left RAC in 2011 to join Deloitte Czech Republic. He had been working there for more than two years as a manager responsible for acquiring and implementing security projects. A significant project was the security audit for the company Home Credit, thanks to which he worked in Belarus, Russia, Kazakhstan, China, India, and Vietnam.
In mid-2013, he received an offer to create a security department at CP ICT Services (ČPOZ). This Czech Post state company subsidiary was subsequently transformed into the National Agency for Communication and Information Technologies (NAKIT). In this state-owned enterprise, he gradually became security department director and was part of the top management. From there, in 2016, Jan Mikulecký left to the private sector.
In 2017, he founded his consulting firm, 27security. He worked on various projects in the field of cyber security for central government bodies and the commercial sector.
Commisions and conferencies
[edit]During his professional career, he was a member of the committee of the Czech organization ISACA (2009-2011). He was the first Czech to join the ISACA international commission for creating CISM TES certification tests (2009-2012), for which he worked in Chicago, USA. He was also a member of the program committee of the Information Security Summit conference (2010-2014) and a member of the editorial board of the journal DSM – Data Security Management (2010-2012). Jan regularly publishes articles in professional circles at conferences and is invited to discussion programs on cybersecurity topics[5][6].
Personal life
[edit]Jan Mikulecký was born in Ústí nad Labem in 1976. He studied at the High school of civil engineering in Děčín, which he completed in 1995. He continued his studies at the Czech Technical University in Prague, Faculty of Civil Engineering, where he graduated in 2001 (Ing.). He continued his doctoral studies at the same faculty, which he completed in 2008 with a doctorate in systems engineering (Ph.D.). He married his wife, Jana, in 2011. They had two children together. Jan died in 2021.
Local politics
[edit]2008, he joined the Civic Democratic Party. He was elected in 2010 and again in 2014 as a representative in the municipal council of Prague 18 Letňany for this party. He ended his membership in ODS in 2015. From 2010 to 2014, besides his professional career, he served as a municipal district board member with the competence of housing estate regeneration and the environment. Interestingly, he gave his entire salary from the town hall to charitable purposes within the organization Dobrý anděl, which supports children with cancer.
As part of the position of district council member, he implemented several projects, the largest of which is the Letňanské lentilky, which included the complete revitalization of part of the Letňanské housing estate. He resigned from the representative mandate in May 2016. The reason for the resignation was the high workload at the NAKIT company and the first child, who was born a year earlier.
