While the references given certainly mention Dyer and enable the reader to verify the content of the article, none of them provide in depth coverage about Dyer. While he clearly has an important job and his CB is well-earned, Wikipedia doesn't consider anyone inherently notable. What we need to see is evidence that other reliable, independent publications have already written about him in depth, so that would include a book about him, a long passage in a book about him, or articles in national newspapers about him. Coverage on gov.uk doesn't help as he is employed by Government so that is not an independent source. See WP:NBIO.
