Administrator note I'll grant that it is unusual to issue a no-warning block to an account that has over a hundred edits and has been registered for a month. The reason in this case is the majority of English speakers are likely unaware that "NDH" is the initialism in Serbo-Croatian for the fascist puppet state the Independent State of Croatia. This users' contributions make it quite clear that this is in what it is meant to be a reference to, and as such a block seems appropriate.
