This article seems to be a blatant hoax and no clear importance of the content of this article. Couldn't find any information in Google search index. Fails WP:GNG.

I saw you editing on Dečani chrysobulls. Know that the Decani chrysobulls don't list anything about the ethnicity of Kosovo, because they didn't collect any data about that. It's just a list of households that have to pay taxes to the Decani monastery. The idea that it says anything demographics of Kosovo is really a bizarre idea born in Serbia in the 1990s. Copying within Wikipedia requires attribution

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
