Why can't I edit some particular pages?
Some pages that have been vandalized repeatedly are semi-protected, meaning that editing by new or unregistered users is prohibited through technical measures. If you have an account that is four days old and has made at least 10 edits, then you can bypass semi-protection and edit any semi-protected page. Some pages, such as highly visible templates, are fully-protected, meaning that only administrators can edit them. If this is not the case, you may have been blocked or your IP address caught up in a range block.

How do I create citations?
  1. Do a search on Google or your preferred search engine for the subject of the Wikipedia article that you want to create a citation for.
  2. Find a website that supports the claim you are trying to find a citation for.
  3. In a new tab/window, go to the citation generator, click on the 'An arbitrary website' bubble, and fill out as many fields as you can about the website you just found.
  4. Click the 'Get reference wiki text' button.
  5. Highlight, and then copy (Ctrl+C or Apple+C), the resulting text (it will be something like <ref> {{cite web | .... }}</ref>, copy the whole thing).
  6. In the Wikipedia article, after the claim you found a citation for, paste (Ctrl+V or Apple+V) the text you copied.
  7. If the article does not have a References or Notes section (or the like), add this to the bottom of the page, but above the External Links section and the categories:

Since December 1995, activities have been conducted in four main areas:

· School reform. Efforts have been stepped up to standardize the quality of education in all levels and types of schools and educational institutions. Educational coverage has been expanded.

· Teacher reform. Training and recruitment of teachers have been reformed urgently and comprehensively both in public and private schools. Educational administrators and personnel have been developed continuously.

Curriculum reform. Curriculum and teaching-learning processes have been reformed on an urgent basis in order to raise educational quality of all types and levels.

· Administrative reform. Through devolution, educational institutions have been empowered to make administrative decisions and to offer appropriate educational services which are as consistent as possible with the local lifestyle and conditions. Provincial organizations have been strengthened to facilitate devolution while private participation of the family and community have been promoted and supported.

The government provides free 12 years of education for all children. Eighth Thailand's National Social and Economic Development Plan was also written to support the implementation of an education reform program. This program was later added to the 1997 Constitution of Thailand and gave access to all citizens.

I had only written the above information which help Thai people.And my sources was from UNESCO. The person with good intentions will not think it was spam.
The educational budget increased from 133 billion baht in 1996 to 163 billion baht in 1997 (22.5% increase)

Looking for the 1997 constitution (Thai people call it people constitution) there had been misleading information.No wonder all the link provided fake news was already deleted

The eighth National Economic and Social Development Plan was the reason the fourth government after Black Monday successful in launching 1997 Constitution.
But the 1997 Constitution article only talk about the unsuccessful event prior to the 17 November 1996 Election.The new government had been in conflict with the former government thus the parliament was dissolved.

If you think the page should be changed, you can either do it yourself or present an edit request that, following Wikipedia's policies, shows what should be changed and provides the sort of references that would allow those changes to be added to an article.
