Two problems:

1/ This is advocacy for how important the organization is. You say ,for example, "The revolution of information makes both the challenge and the solutions of doing business in new ways for countries to put the basic needed facilities of telecommunications and information systems in place. The World Bank Group will achieve four aims by using the information technology. " You mean , I think, " Changes in technology require new ways of using information in business. The WBG intends to ... " The key part is that it intend to, Whether it will do it, is a question do bye judged by its eventual success, and needs 3rd party sources for its accomplishments not forward-looking statement as if everything it plans will be accomplished.

The reader cares much more what it it actually succeeds (or fails) in doing than what it hopes to do.

In particular, the pious hopes in sectio n4 and the platitudes in sectio n6 need revision--or elimination.

2/It is written in confusing institutional jargon. In order to avoid confusion, you need to distinguish beteen the names of specific organizations, and generic terms , eg. "International Financial Institutions (lFIs), " should be "international financial institutions" Its confusing to say "these entities are difficult to be distinguished in categories due to their various natures but they do have some common traits. In a sense of structural, their common denominator is a multinational character that spans national boundaries" -- I think you mean "These orgnaization have overlappingfunctions and characteristics, but their common ...."
