Technical name for this shot.

It would depend on what aspect of the scene you want to identify. Swinging the camera horizontally is called panning and swinging it vertically is called tilt. Angles looking down are called high-angle shots or bird's-eye view; angles looking up are called low-angle shots or worm's-eye view. But those are all about camera placement and movement. If you're more interested in the subject, you could also call it an establishing shot since it sets the scene. It may also last long enough to qualify as a long take, though that's more subjective.
