ACCA: 13-Territory Inspection Dept. (Japanese: ACCA 13区監察課, Hepburn: Akka: Jusan-ku Kansatsu-ka) is a Japanese manga series written and illustrated by Natsume Ono. It was serialized in Square Enix's Monthly Big Gangan magazine from June 2013 to October 2016, and has been compiled in six tankōbon volumes as of December 2016. An anime television series adaptation by Madhouse aired between January 10, 2017 and March 28, 2017.

Plot

The Kingdom of Dowa is subdivided into 13 states, each one granted their own autonomy. These 13 states have many agencies that are controlled by the giant civilian organization known as ACCA. Jean Otus is the second-in-command of the ACCA inspection agency. They keep track of all the activities of ACCA across the kingdom, and keep data on each state's ACCA office flowing toward the central office. One of Jean's jobs is having business trips from the capital to the other districts to check on the situation and personnel there.

Jean Otus (ジーン・オータス, Jīn Ōtasu)

One of the many members of ACCA. He is the second-in-command of the ACCA inspection agency, a small branch that monitors the other branches. He is a compulsive smoker, always carrying around his trademark cigarette case, earning him the title of "cigarette peddler". He is also absent minded, often forgetting his lighter despite his smoking habit. He maintains a dull uninterested demeanor, but has proven himself to be rather intelligent.
Nino (ニーノ, Nīno)
Voiced by: Kenjiro Tsuda[3] (Japanese); Christopher Bevins (English)[4]
A friend of Jean's, who is believed to be a freelance reporter, but is in fact a surveillance officer of ACCA, under the name of Crow, a fact not even the inspection agency is privy to.

Jean's sister and building manager of the building they both stay in.

Grossuler (グロッシュラー, Gurosshurā)

One of the five heads of ACCA. He is a silent and enigmatic man, with long white hair. He believes that Jean is involved with a rumored coup d'etat. He's from the Rokkusu District.
Lilium (リーリウム, Rīriumu)

One of the five heads of ACCA. He is a dark-skinned man, who believes that Jean is not involved with the rumored coup d'etat. He is from a prestigious family in the Furawau District, a place based off the Middle East.
Spade (スペード, Supēdo)

One of the five heads of ACCA. He is from the Yakkara District.
Pastis (パスティス, Pasutisu)

One of the five heads of ACCA. he has long curly blond hair, and a thin mustache. He is from the Suītsu District, and is of noble birth.
Pine (パイン, Pain)

Manga

Ono began serializing her manga series in the July 2013 issue of the Monthly Big Gangan magazine published by Square Enix on June 25, 2013,[1] ending its serialization on October 25, 2016 in the eleventh 2016 issue of the magazine.[8] As of December 24, 2016, the series has been published in six tankōbon volumes,[9] with the first volume releasing on November 25, 2013,[10] and the sixth and final volume releasing on December 24, 2016.[11]

Anime

An anime television series adaptation of the manga was announced in May 2016.[16] The anime was produced by Madhouse and directed by Shingo Natsume, with Tomohiro Suzuki handling series composition, Norifumi Kugai designing the characters and Ryō Takahashi composing the series' soundtrack.[3][17] The series premiered on January 10, 2017 at 23:00 JST on Tokyo MX and later premiered on Sun TV, KBS Kyoto, TV Setouchi and BS11.[18] It will be released across three home video release volumes containing four episodes each, totalling twelve episodes.[19] Crunchyroll has licensed the series in North America.[2]

The opening theme song, titled "Shadow and Truth", was performed by ONE III NOTES, while the ending theme song, titled "Pērumūn ga Yureteru" (ペールムーンがゆれてる, lit. "The Pale Moon Sways"), was performed by Aira Yuhki.[6]

Acca-kun's ACCA Course (アッカァくんのACCA講座, Acca-kun no ACCA Kōza), an original net animation animated by W-Toon Studio, began its release on the official anime's Twitter account in November 2016. It features an anime original super deformed mascot character named Acca-kun (アッカァくん), voiced by Ayumu Murase.[17]
