Frank Ray Keyser (born August 17, 1927) is a former American politician from Vermont, serving as the 72nd Governor of Vermont from 1961 to 1963.
Keyser was born in Chelsea, Vermont. He served as a page in the Vermont House of Representatives in 1939. In 1945 he graduated from Montpelier High School. He served in the United States Navy during World War II and after leaving the service, obtained an LL.B. from Tufts University in 1953. While at Tufts he joined the Delta Upsilon fraternity.
Keyser served three times in the Vermont House of Representatives and was its Speaker in 1959–1961. He served as governor of Vermont from 1961–1963.
From 1965–1970, Keyser was general counsel for the Vermont Marble Company and was CEO and Chairman of the Board from 1970–1979. In 1980 he set up the law office of Keyser and Crowley. From 1967–1972, he was on the board of the Federal Reserve Bank of Boston and was Director of Vermont Public Service and chair of the Board from 1980–1997.
