Category creation is not automatic, any more than any other page is. Please have a look at WP:CATEGORY.
I don't know of a way for an unregistered user to request the addition of a category. You could try at Wikipedia:Requested articles or failing that, at Wikipedia:Village pump (miscellaneous). TJRC (talk) 17:55, 28 August 2020 (UTC)[reply]

IPA and stub tag removal[edit]

You were told already to first request the category to be created (Wikipedia:Articles for creation/Redirects and categories), then add them to the articles. But this is for the {{Sylvester Stallone}}. If you pay attention this is a "Works by Sylvester Stallone" not a "Sylvester Stallone-related articles template".
