Camacho signed to WWE in their developmental territory, FCW, as Donny Marlow. Not to long after, he teamed with CJ Parker and won the FCW Tag Team Championship. In April, he became known as 'Agent T.', as part of Washington's Secret Service [[Glossary of professional wrestling terms#Stable|stable]] alongside Agent D. and Agent J. Then he started feuding with Big E Langston and "Mr. Jacked" Nick Rogers. He then started a stable with Hunico and Epico called Los Aviadores. Then before his departure from FCW he joined a short lived stable, The Ascension led by Ricardo Rodriguez. FCW then sent him to Smackdown to become the manager or enforcer of Hunico. He would then ride Hunico out on a Low-Rider bike. He competed in his first match on Smackdown, when he competed in a 41-man battle royal to determine who would replace Randy Orton in the Elimination Chamber 2012, yet he failed in doing so, the match was won by Santino Marella.

On February 10, 2009, Fifita signed a developmental contract with World Wrestling Entertainment and was assigned to its developmental territory Florida Championship Wrestling (FCW) as "Tonga".[1] In April, he became known as Agent T., as part of Washington's Secret Service stable alongside Agent D. and Agent J. He later changed his name to Donny Marlow. On July 21, 2011, Marlow and C.J. Parker defeated Calvin Raines and Big E. Langston to win the FCW Florida Tag Team Championship. On November 3, Marlow and Parker lost the Tag Team Championship to Brad Maddox and Briley Pierce.
