A bomb attack and school shooting occurred in the dining room of Kerch Polytechnic College in Kerch, Crimea on 17 October 2018.[4] Twenty-one people were killed (including the gunman) and 74 wounded, including 10 critically.[5][6][7][8] The attack is the greatest loss of life in school violence in Russia since the Beslan School siege in 2004.

Attack

Vladislav Roslyakov purchased the shotgun on 8 September and bought 150 rounds of wolf grapeshot legally at a gun shop on 13 October.[9][10]

Several witnesses described a gunman walking up and down the halls at Kerch Polytechnic College and firing randomly at classmates and teachers until he ran out of ammunition. A bomb detonated, and local police said that they disarmed more explosives on the campus.[11] A survivor of the incident told the RIA Novosti news agency that the shooting lasted for more than 15 minutes.[12]

The town website, claimed that the explosion occurred on the first floor while the shooting occurred on the second.[13] Student witnesses described the explosion as blasting out the windows, and that people running to escape were shot from point blank range.[14] Television channel Russia-24 reported that 200 military personnel had been sent to the location.[15]

Perpetrator

Early reports said that the attack was perpetrated by a fourth-year student of the college.[16] The reports were soon confirmed by the National Anti-Terrorism Committee (NAK), which said that he was 18-year-old Vladislav Roslyakov (Russian: Владислав Росляков).[17]

Vladislav was reputed as cruel boy in his child years as he tortured stray cats in the neighborhood[18]. When Roslyakov was around ten years old, his parents broke up after his father sustained a severe head injury, became disabled and aggressive towards Roslyakov, his mother and other relatives.[19] Roslyakov studied at a local school with no interest and only just passed his interim exams. He had no friends and his hobbies included weapons and video games.[20] In 2015 he joined the college to study to become an electrician. In college he developed an interest in explosives and weapons and started to take a bayonet knife to class.[21] He also frequented a gym as he wanted to build some muscles.[22] It is also reported that Roslyakov attended meetings of Jehovah's Witnesses with his mother.[23]

Russia's RBK TV interviewed a friend who said that Roslyakov "hated the technical school very much" and had vowed revenge on his teachers.[24] In the days before the attack he discussed the lack of sense in his life, possible shooting and suicide in social networks[25]. Surveillance footage of the incident captured Roslyakov carrying an eight-shot 12 gauge Hatsan Escort Aimguard pump-action shotgun with a pistol grip and wearing black trousers and a white T-shirt with the word "hatred"[25].[11] His outfit resembled that of Eric Harris, one of the perpetrators of the 1999 Columbine High School massacre in Colorado, leading to speculation that the massacre was a copycat crime.[26][27]

Potential accomplice

Kremlin-appointed Crimean prime minister Sergei Aksyonov told Russian news agencies on 18 October that it is possible the perpetrator had an accomplice, and they were searching for the individual "who was coaching" Roslyakov for the crime.[28]

Casualties

The NAK[29] said that most of the victims were teenagers. Fifteen students and five teachers died and according to the Investigative Committee, all died of gunshot wounds, while the Crimean Health Ministry reported that 74 people had been hospitalized, including several who have undergone amputations.[3]

Aftermath

Russian President Vladimir Putin described the attack as a "tragic event" and offered his condolences to the victims' families.[30] Crimean Prime Minister Sergey Aksyonov announced that there would be three days of mourning in Crimea. Crimean State Council speaker Vladimir Konstantinov announced that the victims' families would receive financial compensation, with preliminary discussions suggesting that the payments would be 1 million rubles ($13577.73) from the federal and local budget.[15] The Ukrainian Prosecutor General's Office of the Autonomous Republic of Crimea initiated criminal proceedings under the article "act of terrorism" investigating the attack.[31] Ukrainian President Petro Poroshenko expressed condolences to the victims, whom he described as Ukrainian citizens.[31][nb 1]

Leaders of several countries expressed their condolences to the victims of the attack, including Germany,[33] Italy, Finland, Estonia, Thailand, and Venezuela. Secretary General of the Council of Europe Thorbjorn Jagland and Secretary-General of the United Nations António Guterres also expressed condolences.
