Low-level but persistent IP disruption, which hasn't really shown signs of stopping since the previous protection expired months ago. Most of the recent edits to the page are that, or reverts thereof. Given this is a BLP, there's probably no good reason why it shouldn't be put on PC pending the time that the DS sanctions are no longer needed, when disruption will likely have died down.
