This file should be tagged PD-US, have its old revisions undeleted and be and moved to Commons.
Obviously, the original Steamboat Willie film was published in 1928, and is thus in the public domain in the US. This poster is an image from that film, plus the words "WALT DISNEY'S MICKEY MOUSE in STEAMBOAT WILLIE." The addition of the words is not copyrightable.
The only potential copyright in this image would be in the colorization of the frame (if anything). But see this news story about a Mickey Mouse poster from 1928 with this color scheme (reportedly the oldest poster of the character).
Since the color scheme was extant in 1928, there can be no valid claim that the colorization has its own copyright. The color scheme existing on a 1928 poster makes this image, to whatever extent it is new (as a synthesis of the two 1928 elements), below the threshold of originality.

So this file was an overwrite of File:Memorial plaque to Professor Porfiriev - Institute of Geological Sciences, Kiev.jpg which was originally at File:Desk.jpg before it was moved (see log). The original file (File:Memorial plaque to Professor Porfiriev - Institute of Geological Sciences, Kiev.jpg) was PD-self, then this file overwrote the original file. I would think that by overwriting the original file, the author (User:Jcorbet4) released this file as PD-self. However, @Pppery: disagrees, hence I am listing this at FFD. Cheers, — MATRIX! This image (which initially represented the standard edition of Keyshia Cole's Woman to Woman album) is rarely used in certain markets, platforms or even when the album is being discussed, as the deluxe edition cover (File:Keyshia Cole - Woman to Woman (Deluxe).jpg) is rather used instead nearly every single time.
