Fox Censor has a cultural reference

If I'm not mistaken, the Fox Censor opening is a cultural reference. This Reference is to a movie where a man explains the "new" Motion picture rating system. Though delivering his message in a professional news-anchorman manner, he preceded to say "Fuck" (in some sentence) directed at the audience.
