The page has a 'not to be confused with homeowners association, but could really do with a paragraph explaining the difference, because it is not obvious. --ColinFine (talk) 09:45, 15 February 2009 (UTC)
Neutrality
I've flagged up the last two paragraphs in the Funding and Regulation section. It's a very politicised issue and there isn't any sources at the moment. I'm sure there is tons of original research on this though if someone has the time for a rewrite. I'm new to editing on wikipedia so I'm not going to delete it myself in case I mess it up or contravene the rules. Andehandehandeh 15:49, 4 June 2007 (UTC)
