The page has a 'not to be confused with homeowners association, but could really do with a paragraph explaining the difference, because it is not obvious. --ColinFine (talk) 09:45, 15 February 2009 (UTC)[reply]

Neutrality

I've flagged up the last two paragraphs in the Funding and Regulation section. It's a very politicised issue and there isn't any sources at the moment. I'm sure there is tons of original research on this though if someone has the time for a rewrite.
