Rizwan Ahmed (Urdu: رضوان احمد) is a seasoned Pakistani bureaucrat who serves in BPS-22 grade (highest attainable rank for a serving officer) as Chairman Pakistan National Shipping Corporation (PNSC).[1] He is considered to be one of Pakistan's most enterprising and upright bureaucrat, having expertise in the areas of law enforcement, administration, human resource and public procurement.[2]

Ahmed is an officer of the Pakistan Administrative Service and is batchmates with Fawad Hasan Fawad, Raja Sikandar Sultan, Allah Dino Khawaja and Barrister Zafarullah.[3][4]

In December 2017, Prime Minister Shahid Khaqan Abbasi promoted Ahmed to the rank of Federal Secretary.[5][6]

Early life and education

Ahmed was born into a notable family of Hyderabad. His father, Jamil Ahmed, served as mayor of Hyderabad for two consecutive terms (1962-71). Ahmed is the son-in-law of former Chief Justice of the Federal Shariat Court, Haziqul Khairi.[7]

Ahmed received his early education at Cadet College Petaro and obtained his Bachelor's degree in Engineering (Electronics) from Dawood University of Engineering and Technology. He then completed a Master in Public Administration from the John F. Kennedy School of Government at Harvard University.[1]

Career

Ahmed serves as the chairman of the Pakistan National Shipping Corporation (PNSC) since December 2017.[8][9]

As a grade 21 officer, Ahmed served in the federal capital at key positions of Additional Secretary Cabinet Division and Additional Secretary Establishment Division.[10] He also remained the secretary of the Central Selection Board (June 2017).

Under the administration of Prime Minister Nawaz Sharif, Ahmed served as chairman of the Trading Corporation of Pakistan (TCP).[11] He served as the TCP chief from 2013 to 2017,[12] becoming the second longest-serving chairman in the history of the Corporation. Ahmed is credited with saving upto PKR 8 billion of the national exchequer by improving the effectiveness of commodity financing operations and the recovery of overdue payments owed to TCP by other state-owned entities.[13][14][15][16]

Ahmed served as the managing director of the Pakistan Security Printing Corporation during the caretaker government of Mir Hazar Khan Khoso where he was given the responsibility to print the voting ballot papers for the 2013 general elections.[17][18]

In Government of Sindh, Ahmed served as the provincial Health Secretary, [19][20] Secretary General Administration (GA) and Secretary to Governor Sindh. Ahmed was the last deputy commissioner of Hyderabad District before the commissionerate system was abolished in the country during former President Pervez Musharraf's administration.[21]

In the initial stages of his career, Ahmed served in Government of Punjab on various field postings in the districts of Rahim Yar Khan, Gujaranwala and Bahawalpur.

Ahmed was a member of the Directing Staff in the National Institute of Management in Karachi, and a teaching fellow at Harvard University.[22]

Other honors and achievements

Ahmed was appointed as the manager of the Pakistan national table tennis team for the year 1988. He served as President of Red Crescent (Hyderabad Chapter) and also remained President of the Hyderabad Gymkhana (2000-2001). A basketball enthusiast, Ahmed has represented the official basketball team of Hyderabad at divisional and district levels. Ahmed also remained the captain of the Petaro basketball team.

Ahmed is a Certified Director from the Pakistan Institute of Corporate Governance. He has attended various trainings and seminars around the world, which include Ministerial Workshop on International Cooperation in Capacity Building for Developing Countries in Beijing, China (2016), Senior Crisis Management Seminar in Washington D.C. (2012), seminars at the Asian Development Bank Headquarters in Philippines (2009 & 2004) & Hostage Negotiation in New Mexico (2002).[23]
