On 25 September 2020 an air crash took place at Chuhuiv, Kharkiv Oblast, Ukraine.[1] An AN-26Sh military plane (tail number 76) of 203rd Training Aviation Brigade (A4104 military unit) crashed during a training flight.[2] 26 people died as a result of crash.

Events

According to the State Emergency Service of Ukraine the military transport An-26 crashed while landing. It crashed two kilometres (1.2 miles) from the Chuhuiv Air Base.[2][7] The plane was said to have crashed at around 8.50pm local time.[8] The plane crashed near the M03 Kharkiv-Kyiv-Dovzhansky highway. The fire, which broke out after the plane crash, was extinguished at 9:55pm thanks to the State Emergency Serice brigades and other the Ministry of Internal Affairs units that arrived on the site.[9]

There were 27 people on the board — 20 cadets of the Ivan Kozhedub National Air Force University and 7 officers.[2] One cadet wasn't allowed to board the flight at the last moment. According to the Kharkiv Oblast State Administration, the exact number of people on board can be determined after a DNA examination.[10] 26 people died in the crash, twenty-one of the dead were air cadets while five were officers.[11]

One cadet survived, he is in the Military Medical Clinical Center of the Northern Region "with numerous bruises and concussions."[10]. There are no certainties yet as to what really caused the plane crash. [12] The Geneva-based Bureau of Aircraft Accidents Archives suggested that since 2017, at least 10 Antonov An-26 aircraft are said to have crashed. [13]

Throughout the 25 September evening, the Ministry of Internal Affairs, the Ministry of Defense, and the Kharkiv Oblast State Administration called different numbers of people on board the plane at the crash time.[14][15][16][9]

As the plane crash result, the plane wreckage is located at 533-534 kilometers of the M03 Kyiv-Kharkiv-Dovzhansky highway, which complicates the vehicles movement that pass through one free lane.[17]

According to the information from Ministry of Interior Affairs shortly before the accident the aircraft commander reported the left engine malfunction.[18] According to the Minister of Defense of Ukraine Andriy Taran, the plane was in good condition, had enough flight resources, but for unknown reasons caught the wing on the ground.[19]. According to preliminary estimates, the failure of one of the engine sensors is considered, but the engine itself did not fail. Taran also said that the plane made 5 flights a day, and the 6th flight was to last until 11pm and everything went according to plan.[20][21]

In July 2020 ProZorro public procurement website published information about the conclusion of the contract for the aircraft repair, one of which, based on these data, was the AN-26Sh with tail number 76. These works were performed by Antonov state entreprise in full, and according to their positive results Antonov state entreprise extended the assigned service life and service life until this aircraft next repair for 2 years.[22]

Reactions

On 26 September Ukrainian President Volodymyr Zelensky planned to travel to the region, creating a commission for investigation of the circumstances of the tragedy and providing all necessary assistance.[2] The State Commission for Investigation of the Circumstances of the Tragedy and Providing All Necessary Assistance to the Victims included: Minister of Defense of Ukraine Andriy Taran, Commander-in-Chief of the Armed Forces of Ukraine Colonel General Ruslan Khomchak, Head of the Security Service of Ukraine Ivan Bakanov, First Deputy NSDC Secretary Mykhailo Koval, Minister of Internal Affairs of Ukraine Arsen Avakov, Minister of Health Maksym Stepanov, Deputy Head of Office of the President of Ukraine Oleh Tatarov, Head of State Aviation Administration of Ukraine Oleksandr Bilchuk, Chairman of State Emergency Service of Ukraine Mykola Chechotkin, Kharkiv Oblast State Administration Head Oleksiy Kucher and other officials. The State Commission is headed by Deputy Prime Minister Oleh Urusky, Minister of Defense Andriy Taran is deputy head.[23]

The Mourning Day was declared in Ukraine on 26 September.[24]

In Kharkiv citizens carried flowers and lanterns to the Ivan Kozhedub National Air Force University main building.[25].

On the next day President of Ukraine Volodymyr Zelensky instructed to suspend flights of all An-26s until the plane crash causes were clarified. According to Deputy Office of the President Oleh Tatarov, also on behalf of Zelensky, Ministry of Internal Affairs must review defense contracts and strengthen control over the crimes investigation in the defense field for the purchase and maintenance of military equipment.[26]

Ukrainian government has decided to allocate a one-time financial assistance in the amount of 1 million 576 thousand UAH to members of the families of those killed in the plane crash.[27] Condolences were expressed by the Orthodox Church of Ukraine head Metropolitan Epiphanius[28]

Foreign

Condolences on the tragedy were expressed by the Canadian Prime Minister Justin Trudeau, the EU Vice President and the EU High Representative for Foreign Affairs Josep Borrell, the Azerbaijani President Ilham Aliyev, the Lithuanian Foreign Minister Linas Linkevičius, the Latvian Foreign Minister Edgars Rinkēvičs, Azerbaijani Foreign Minister Ceyhun Bayramov, Polish Foreign Minister Zbigniew Rau, European Council President Charles Michel and diplomatic missions of the USA, NATO, Norway, Montenegro, Croatia, Austria, Afghanistan, Denmark, Italy, France, Germany, Great Britain, Switzerland, Slovenia, Moldova, Georgia, Romania, Turkey, Sweden, Bulgaria and Albania.[29]

Russian Orthodox Church head Patriarch Kirill expressed condolences.[30]

Investigation

The State Bureau of Investigation and the Office of the Prosecutor General launched a pre-trial investigation into the military aircraft crash for violating flight rules and preparing for them, which caused a catastrophe and severe consequences (Article 416 of the Criminal Code of Ukraine).[31]

The State Bureau of Investigation considered such probable causes of the crash: a technical malfunction, a pilot error, errors in flight control, and the aircraft improrer maintenance.[32]

According to preliminary information from the Security Service of Ukraine, the cadets didn't directly control the aircraft - the crew commander was in charge. Training flight began at 18:50 and was to end at 20:50. After passing part of the route at 20.38, commander reported to the air traffic controller about the left engine failure, at 20.40 - invited the landing party, at 20.43 - a long-distance drive, at 20.45 - a plane crash occurred.[33]

Ukrainian government suspended those responsible for organizing and conducting training flights during the investigation. The relevant instruction was given by the Prime Minister Denys Shmyhal to the Minister of Defense Andriy Taran during an emergency meeting of the government.[34]
