Thanks so much! I've gotten many posts like this, so I'm putting a warning on top that says this account is shared and other people own this account, so I am in charge of the talk page and don't know that my coworkers are making edits here. This is what my friend who made this edit said:
"The edits were constructive. Sorry you think that it is "vandalism." Maybe take the time to look up Luke Calejesan instead of being like everybody else and blocking me." 199.249.227.29 (talk) 15:48, 25 April 2023 (UTC)[reply]
This being a shared IP does not exempt it from being warned or temporarily blocked, nor does it come with any difference with vandalism policy. If, as you say, these edits are not being made by you, I suggest you create an account, as you will not have to deal with the actions of others.
