Nick, what you put down so far is good. I took out an earlier part about "fostering competition" as that could be taken as a more-than-neutral statement. I also felt it was important to include (w/cite's.) unbundled network elements.
I was considering adding, briefly, some of the implications the case made, like the company consolidations, the case's effect on landline long-distance, and its lead-in to converging service packages. But the intro looks long enough, and I feel the consequential business facts would probably fit best under their own heading later down the page. Toolsets
I got quite a few responses back from admins regarding tool sets, I will copy paste them over to the talk page of the tool set page so you can use that in developing the wiki tab further.
