I have used the rename media tag many times and moved 20+ files with it and only one or two have been rejected, and I believe that I know the rules of WP:FMV and can be trusted with this permission. I know that the first two times we said for you to come back with more experience, but coming back essentially right after an unsuccessful request, and doing so twice, doesn't look good. (Non-administrator comment) After glancing at the rejections for 2012, Obtund has requested additional user rights, whether rollback, account creator, or file mover, on six occasions in as many weeks: 21 June, 26 July, 27 July, 31 July, 3 August, and 9 August. While I don't intend to dispute that the requests are bona fide applications, their proximity simply doesn't allow a new user time to acquire sufficient experience in any of the areas in question. Yes and no. While it is true that file mover does not directly relate to image uploads, we use them as a barometer to tell if you are well versed in image policies and are competent in files. Well what happened is not what you think. All of the files that were deleted were used, then I took them off the article and they got deleted because they were unfree.
