Why to "expand" if Wikipedia has so tough censorship? Any added text that is truth but “politically incorrect” according to Wikipedia censors is disappearing in seconds. I believe it is not "Government Operated" but "Government Organized" And it doesn't operate exactly as said. GONGOs can be used to attract foreign aid to the government's projects, mitigate governmental (or NGO) mistrust in providing aid to the communities served, and it can be used to keep some governmental limits (ie; clearances, not culturally radical projects) to the aid present in the country.
