JT Group Limited (doing business as JT) is the parent company of several subsidiaries including Jersey Telecom Limited and Wave Telecom Limited. Jersey Telecom is the former monopoly operator in the Bailiwick of Jersey.

JT provides telecommunications, Internet access and other services, mostly within the Channel Islands.[1]

History

In 1972 legislation passed in Jersey, which led the states to take over the country’s telephone exchanges from the British Post Office, and remained under state control until 2003, when the market was opened to competition.[2] A state monopoly was formed through the Telecommunications Board in 1973, through which each state was able to control its own telecommunications.[3] In 2002 JT was granted licences by the Office of Utility Regulation to operate fixed and mobile telecommunications services to, from and within the Bailiwick of Guernsey and was known as Wave Telecom.[4] The following year in 2003, Jersey Telecom became a private company, though it remained under 100% ownership by the States.[2]

In 2006 the States of Jersey Council of Ministers proposed the sale of JT Limited.[4] In 2008, following comments in the Scrutiny report and market uncertainty, the Minister for Treasury and Resources decided to withdraw the proposition.[5] In November 2006 JT then announced that it was to install a new high capacity optical submarine cable from Dartmouth to L'Ancresse Bay on the north west tip of Guernsey.[6] In 2009 Graeme Millar, formerly Chief Commercial Officer of Mobile TeleSystems, the Russian mobile operator, became the CEO of JT. In April 2010 JT relaunched its Next Generation Networking (NGN) programme which had run into technical difficulties the previous autumn.[8] In September 2011, Jersey Telecom changed its name to JT. [9] In September 2014, JT began work on a £12m 4G network in Jersey.[10] The first masts went live in February 2015 and full Island coverage was reached three months later.[11] On 28 March 2014 JT partnered with Fon and the service became available to JT broadband subscribers connected to fibre in 2016.[12]

JT Group has operated in the Bailiwick of Guernsey since 2002 through the subsidiary company “Wave Telecom Limited”, a wholly owned subsidiary of the JT Group, which was later renamed JT with the rest of the company’s properties.[13]

Internet connectivity

JT Fibre

JT Fibre is a fibre to the home service, was initiated with a budget of £41.5m with £20m provided by the States of Jersey.[14] The first homes were connected in February 2012.[15] The project ran into difficulties in 2013 due to a dispute between JT and contractors and JT established a new subsidiary to take the programme forward.[16] The States also withdrew the offer of a dividend holiday in 2015 thus its original target dates were reassessed. In November 2015, JT admitted that the project was behind schedule and could finish three years after its 2016 completion deadline.[17] In January 2017, JT announced that the work was 70% complete.[18] The project was now six months behind schedule and would be completed in the first half of 2018. The delay was the result of services having to be provided to additional new homes that had been built since the project began.[19]

JT Lab provides facilities for the trial and testing of telecoms related products in small-scale and live environments.[20]

Competition

On 1 December 2002, the States of Jersey Telecommunications Board announced the creation of Wave Telecom, a wholly owned subsidiary operating under a Class II licence from the Guernsey Telecommunications Regulator the Office of Utility Regulation (OUR) as a new telecommunications provider in the Bailiwick of Guernsey.

On 1 January 2003 the States of Jersey's Telecommunications Board was corporatized and the telephone system was passed into a limited liability company, JT Group Limited, with 100% of the share capital retained by the States, which was granted a Class III licence by the JCRA to operate a telecommunications system in the island. At the same time the new Telecommunications (Jersey) Law 2002[21] abolished the States' monopoly on the provision of telecommunications in Jersey allowing full competition for the first time since the days of the NTC.

The JCRA has actively promoted competition in Jersey granting a Class II licence to Newtel Solutions in January 2003 which provides cable television services in Jersey and data services such as leased lines and ISP services in both Jersey and Guernsey for the business and residential markets.

In December 2003 Cable and Wireless Jersey was granted a Class II licence to provide fixed and mobile telephony services. In 2005, the JCRA also granted Jersey Airtel (a subsidiary of Bharti), now trading as Airtel-Vodafone, a Class II licence to provide mobile telecommunications services in the island. Airtel-Vodafone launched geographic number fixed-mobile services in 2009. The JCRA has also licensed a number of Class I operators to provide ISP and related services.

JT Group is regulated by the Channel Islands Competition and Regulatory Authorities.[22]

Community involvement

Between 2005 and 2016, JT was main sponsor of Jersey Live, the largest music festival in the Channel Islands.[23] The festival attracted several high-profile bands and performers, including Kasabian, Snow Patrol, The Prodigy, Ed Sheeran, Paul Weller, Noel Gallagher and Ellie Goulding. In Guernsey, it has been principal sponsor of the Cobo Bay Hotel Summer Balcony Gigs since 2012.[24] In 2016, JT ran a ‘Summer of Music’ in Guernsey, sponsoring several events, including JT Market Rocks in Market Place, The Gathering Festival, Chateau De Son Electronic Music Festival, Proms in the Bay and Junior Battle of the Bands.[25] In 2017, they continued supporting music in the Channel Islands, sponsoring House Events, a Guernsey based events company who brought to the CI events such as House on Herm, Rock on Herm and Sunset on Herm.[26]

Each year, JT staff support related charities in its principal locations: Jersey, Guernsey, London, Melbourne and Boston. Between 2010 and 2017, JT staff raised over £140,000 for their annual chosen charities.[27] In 2016, JT employees raised £25,410.98 for baby-related charities, including Jersey Friends of SCBU and the Priaulx Premature Baby Foundation.[28] Fundrasing events included a Staff Charity Day and a ‘Join Together’ free music concert in Guernsey. In 2017 JT’s chosen charity is Jersey Alzheimer’s Association, in Jersey and Guernsey Alzheimer’s Association, in Guernsey. In September 2017, ten members of staff skydived over St Aubin’s Bay in Jersey, raising £1,000 for Jersey Alzheimer’s Association [29]

JT has been the principal sponsor of National Coding Week since its inception in September 2014 . It is one of two Platinum Sponsors, alongside CodexCPD, the training and development business owned by the founders of National Coding Week, Richard Rolfe and Jordan Love.[30]

In October 2017, JT announced the results of its 2017 Directory recycling campaign. 25 Jersey primary schools collected over 8,000 telephone directories. JT donated a touch-screen tablet computer for every 150 directories collected.[31]
