He is the son of Colonel Ramon Tulfo, Sr., who was a member of Philippine Constabulary, and Caridad Teshiba-Tulfo, a housewife. His brothers include Ramon, Ben, and Raffy Tulfo. His sister, Wanda Corazon Teo, was a tourism secretary.

Senate inquiry on the 60-million corruption scandal of Duterte allies Wanda Tulfo Teo, Ben Tulfo and Erwin Tulfo.

On May 8, 2018, his sister Wanda Tulfo Teo resigned from her post after the Commission on Audit revealed she directed the placement of P60 million in tourism ads to Kilos Pronto, a blocktimer show on PTV-4, despite lack of a memorandum of agreement or contract. Kilos Pronto is produced and hosted by Teo's brothers Ben Tulfo and Erwin Tulfo, both are allied to Rodrigo Duterte.[2][3] Teo stressed that she 'did not know' that her own brothers were running the very specific television show she sent 60 million pesos to.[4] The Tulfo brothers afterwards promised that they will return the 60 million pesos of government fund that they received from their sister.[5][6] On June 17, 2018 it was revealed that Erwin Tulfo and Ben Tulfo have not yet returned the 60 million in government funds that Wanda Teo gave them during her stint as tourism secretary.[7] In August 2018, Trillanes declared that he will press plunder charges against Erwin Tulfo, Ben Tulfo, and Wanda Teo.[8]

On May 31, 2019, Tulfo made an on-air tirade against Social Welfare Secretary Rolando Bautista for refusing to interview with him.[9] Few days later, thousands of petitioners signed a petition demanding Tulfo to apologize.[10] After the controversy, the Philippine Military Academy Alumni Association seek their support to Bautista after his tirade, condemning Tulfo's remarks against the Social Welfare Secretary and a former Philippine Army chief.[11]
