- ^ a b The Donetsk People's Republic and the Luhansk People's Republic were Russian-controlled puppet states that declared their independence from Ukraine in May 2014. In 2022 they received international recognition from each other, Russia, Syria and North Korea, and some other partially recognised states. On 30 September 2022, after a referendum, Russia declared it had formally annexed both entities.
