B-17 (Urdu: حلقہ ب ۱۷) is a sector of Islamabad, Pakistan.[1], developed by Multi-Professional Cooperative Housing Society (MPCHS). The sector is bounded on the east by N-5 National Highway (locally known at Grand Trunk Road) and with the M-1 motorway to the west. B-17 is a newly developing sector located in Zone II of Islamabad Capital Territory. CDA approved and issued no objection certification (NOC) to MPCHS for sector B-17 on 30th January 2008 [2], besides NOC was issued by Federal Directorate of Education (FDE) for construction of schools in the society. [3]

History of the Project

MPCHS in 2006 submitted a layout plan to CDA for a multigarden phase-1 project, the project initially comprising Block A, Block B and Block C. Phase-1 spanned 7673 Kanals with 4670 residential plots along the GT road just a kilometer before Taxila by pass. [4] During this time in 2009 CDA also collaborated with Multi-Professional Cooperative Housing Society (MPCHS) to develop sector E-11 near Golra and Margalla Hills. [5] Latter MPCHS started phase two of the project, comprising block C-1 extension, block D , block E and block F. In 2018, MPCHS launched its new sector block G touching motorway. It is interesting to note that Block A of sector B-17 is actually A-17 sector of Islamabad. Besides Block C of sector B-17 is technically B-18 sector of Islamabad and only block B is actually B-17 sector as per official layout plan of Islamabad. Similarly Block D is “B18”, while Block E and Block F exist in A19. However, since all of blocks are developed by MPCHS , it was named as B-17 with different blocks.

Future projects linked to B-17

Important aspect of this project is 9 K.M. Margalla Avenue which will connect sector D-12 Islamabad to B -17 G.T. road [6]. The project was initiated in 2006 during Pervez Musharraf regime. It will be an alternative to Kashmir Highway Islamabad. The project remained pending for long time, after it regained importance during Yousaf Raza Gillani govt. due to new Islamabad International Airport. [7] The project comes under developments in Islamabad projects of CDA which are to be completed, in past it remained pending due to land acquisition issues. [8]

Blocks and development progress

B-17 is currently divided into seven blocks:

  • Block A
  • Block B
  • Block C
  • Block C-1
  • Block D
  • Block E
  • Block F
  • Block G (Launched in 2018)

Block A. B and C are developed and several houses, roads, markets and other infrastructures are constructed already. In case of Block D, E and F the society has complete most of its development work including sewage, power and gas lines and roads, ( Block D of Multi Garden is still 40 to 45 % non possession here you can see local population are living still MPCHS is not serious to purchase this land because they demand Rs3000000 to Rs 3500000 per kanal spelling rate and MPCHS offer Rs2100000 per kanal. This recent position dated 8-8-2020. In Block C 10% approximately still non possession and block A is still 35% approximately non possession. In Block B few plots are still non possession. If you have any doubts you can cross verify. however, they are mostly unpopulated and not much houses are being constructed in these areas. Block G is newly launched block and development work is under progress.

In Multi Garden only Block A and Block B are under CDA and others remaining Blocks are under RDA.
