Réseau National Bouclier (English: National Shield Network) is a Haitian political party. Their motto is "Nou nan wout, nou pa lwen", Haitian Creole for "we are on the way, we are not far."[1] In the 2015-16 legislative elections, the party won two seats in the Chamber of Deputies[2] and two seats in the Senate.[3] Since January 10, 2023, both houses of Haitian parliament have remained vacant due to legislative terms expiring, and no elections have been held in Haiti since 2016, so the party currently has no members in office.[4] Réseau National Bouclier is a center-right party with strong ties to PHTK.[5]

The party's leader candidate in the 2015 presidential election was "agribusiness entrepreneur" Steeve Khawly, who promised reform and modernization.[6] Khawly advocated for Haiti to professionalize its police force and once again have its own national defense force, which it has not since former president Jean-Bertrand Aristide abolished the Haitian army in 1995.[6][7] Khawly promoted the growth of capitalism in Haiti, seeking to go after poverty through employment and uplifting the private sector, as well as modernizing Haitian agriculture.[6] Another part of his campaign platform was supporting Haiti's environment, using renewable resources, converting "waste into electricity", and working to "reverse the deforestation phenomenon related to the use of the wood industry."[6] In the 2015 campaign, Khawly and the rest of the Bouclier party emphasized campaigning outside of the Haitian capital, Port-au-Prince, forming a caravan in the Artibonite, Nippes, and Sud departments, attempting to appeal to the needs of everyday people.[8]

In 2023, Khawly was sanctioned by the government of Canada, having his assets within the country frozen and being banned from entering.[9] He was accused of participating in "gross and systematic human rights violations in Haiti" and "acts that threaten the peace, security, and stability of Haiti".[10] He was additionally banned from entering the Dominican Republic.[11]

The party has been accused as an "aggressive" perpetrator of electoral fraud and violence.[12] In 2015, the Conseil Électoral Provisoire (CEP), accused Bouclier of participating in electoral violence and disruptions in 4 departments: Artibonite, Grand'Anse, Nord, and Ouest.[13] No other party was accused in as many departments except for Bouclier's ally, PHTK, who were accused of disruptions in 6 departments.[13]
