The Golden Empire Council (#047), first chartered in 1920, serves Scouts in a large section of Northern California, primarily the Sacramento Valley and the northern Sierra Nevada mountains. The council headquarters are located in Sacramento. The council covers 16 counties in Northern California: Amador, Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Solano, Shasta, Sierra, Sutter, Tehama, Trinity, Yolo, and Yuba counties.

It has over 17,000 youth members. Its yearly budget is about $3.1 million.{cn}

The Golden Empire Council was founded in 1920 as the Sacramento Council. The council changed its name to the Sacramento Area Council in 1933, and to Golden Empire in 1937. In 1927, the Kit Carson Council (#46), founded in 1924, merged into the council. In 1969, the Tahoe Area Council (#048), founded in 1924, merged into the council. In 1992, the Mount Lassen Area Council (#036) and Buttes Area Council, both founded in 1924, merged into the council. The Mount Lassen Area Council had absorbed the Mount Shasta Area Council (#037), founded in 1923, in 1926.[1]

  • Buttes Area District - Serving Butte, Sutter and Yuba counties
  • Capital City District - Serving the communities of West Sacramento, Rosemont, Rancho Cordova, Gold River, Sloughhouse and Rancho Murieta.
  • El Dorado District - Serving the Communities of Pollock Pines, Camino, Somerset, Pleasant Valley, Placerville, El Dorado, Diamond Springs, Cool, Georgetown, Lotus, Shingle Springs, Rescue, Cameron Park, El Dorado Hills, Latrobe, and Folsom
  • Gold Country District - Serving the communities of Newcastle, Auburn, Meadow Vista, Colfax, Penn Valley, Grass Valley, Nevada City and surrounding areas in Nevada & Placer Counties
  • Discovery District - Serving the communities of Roseville and Granite Bay in Placer County.
  • Northern Rivers District - Serving Shasta, Tehema, and Trinity Counties.
  • Pioneer District - Serving the communities of Antelope, Elverta, Natomas, North Highlands, North Sacramento and Rio Linda, and parts of Citrus Heights.

  • Soaring Eagle District - Serving the South Sacramento area to Galt and from Wilton to the Delta communities of Clarksburg, Isleton, Walnut Grove, and Rio Vista.
  • Trailblazer District - Serving the communities of Dixon, Vacaville, and Winters in Solano County.
  • Yolo District - Serving the communities of Davis, Woodland, Dixon, Winters and Esparto.
