The 2003–04 Iraqi Premier League kicked off on January 8, 2004. The name of the league was changed from Iraqi First Division to Iraqi Premier League. Due to the War in Iraq, the season was abandoned in May 2004 after ten group stage matchdays and no champions were announced. The top four teams from each group in the group stage were meant to advance to the elite stage, which would be followed by semi-finals, a third place match and a final, with the champions and runners-up qualifying for the 2005 AFC Champions League and the third and fourth-placed teams qualifying for the 2004–05 Arab Champions League.

As this was not able to happen, the Iraq Football Association decided that the leaders of the North and South Groups at the time of cancellation (Erbil and Al-Najaf) would qualify for the Arab Champions League, and a play-off would be held between the top four teams from the Central Groups to decide which two sides would qualify for the AFC Champions League; Al-Shorta and Al-Zawraa were the teams to qualify.

Name changes[edit]

  • Al-Difaa Al-Jawiya renamed to Al-Estiqlal.

Group stage[edit]

Note: As many teams had played different numbers of games to each other, the group standings were determined by points per game in order to decide which teams from the North and South Groups qualified for the Arab Champions League and which teams from the Central Groups qualified for the play-off round.

2 As group leaders, Al-Talaba were meant to qualify for the play-off round alongside Al-Naft. However, ART specially invited Al-Talaba to participate in the Arab Champions League, so their play-off round spot was given to third-placed Al-Zawraa. Eventually, Iraqi teams were not entered into the Arab Champions League.
