24th or 25th?

The text currently says Rep. Tulsi Gabbard announced she is not running for Congress on October 25th. It is currently October 25th in Central time, Eastern time, and Mountain time, but it is October 24th in Hawai'i. When and where did Representative Gabbard announce? Does it matter where she is when she makes the decision or would we be going off of Hawai'i's clock since this is Hawai'i related?
