Reference with endless information behind paywall

It's been reverted by User:GiantSnowman as he cannot access the article to verify this information. I have a few queries:
1) Why does he in particular need to verify this edit; i.e. why does it need to pass him first? I, as well as anyone with a subscription, can access the article fine. I don't understand - it's not my problem.
2) Sources behind a paywall are explicitly allowed - see WP:PAYWALL.There should be zero issues, correct?

- The issue is that you are repeatedly adding information which is not directly cited, so we cannot verify it. GiantSnowman 10:35, 26 January 2022 (UTC)

- We is the Wikipedia community. Directly cited means every single claim needs a direct, explicit citation. This is very basic stuff. You cannot use one reference once, but add 20 pieces of information! It needs to be crystal clear what information is being cited to what source. To be more precise - there is no mention of Papakura City and Waitakere City in the prose, and no citation to verify that information. GiantSnowman 11:10, 26 January 2022 (UTC)
