I know the official press release says Dell is eligible to play for Scotland. However, according to the IRB Eligibility Regulation 8 Regulation 8.2 states : "A Player who has played for the senior fifteen-a-side National Representative Team or the next senior fifteen-a-side National Representative Team or the senior National Representative Sevens Team of a Union is not eligible to play for the senior fifteen-a-side National Representative Team or the next senior fifteen-a-side National Representative Team or the senior National Representative Sevens Team of another Union." According to the IRB Men's Next Senior National Representative Team, South Africa's "next senior team" has been the South Africa national under-20 rugby union team since 4 June 2012. Dell represented them at the 2012 IRB Junior World Championship (which started on exactly 4 June 2012), making 4 appearances, so it would seem that he might not be eligible for Scotland.
