Keshap with Sri Lankan Minister Mano Ganesan and Northern Province's Chief Minister C. V. Vigneswaran on board of a flight of US AirForce C130 from Bandaranaike International Airport to Jaffna Airport on a U.S. Pacific Command’s humanitarian assistance mission Operation Pacific Angel (PACANGEL).

It is a US humanitarian mission; I think US Ambassador's page is more appropriate.
