Discussing page deletion or folding page into another

This is not really that significant in my opinion. While this project seems interesting, I don't know if it is worthy of its own page. There are many projects that are just as important as this, in every country on the planet. I've built similar databases and archives, and while they probably aren't as extensive, they do not warrant an entry. It seems like it would make a good peer-reviewed journal. Rather than deleting this, as others have expressed the belief it is more significant than other projects, I would recommend merging it with a "project" section in Geographic information systems in China https://en.wikipedia.org/wiki/Geographic_information_systems_in_China.
