Use-cases

Since version 4.0, derivative works are allowed but must not be shared

- That statement is for the 'ND' versions of the licence, but you've linked to the more permissive CC-BY-4.0. Specifically, all ND versions of the licence restrict the creation and distribution of derivatives, but CC-ND-4.0 et al permit derivatives for personal use so long as they are not distributed.
