My humble opinion is that this topic meets WP:NF's other attributes section as it is still screening at festivals more than five years after its initial release... IE: 1998 [1][2], 2008 [3][4], and as recently as 2013 [5]IE: 2013 and has received some decent reviews: [6] and [7][8]. Yes, this will never get the coverage or notability of some big-budget, major studio blockbuster, but for what it is, it is just notable enough for Wikipedia.
