Image seems unrelated to the actual individual. I've tried removing it but don't have permissions or a legitimate photograph of this man.

Agreed. The photo is from 1972. That's absurd, and deceptive to our readers. There are many, more recent, Creative Commons photos of Fowler available. E.g., here is one: https://images.c-span.org/Files/d76/2398-190249-1.jpg/Thumbs/height.182.no_border.width.320.jpg
